Dwight Merriam, Nationally Prominent Land Use Lawyer, on What You Can Do to Survive a Hurricane and Recover
Sep 12, 2019
One of the country’s leading land use lawyers outlines in his chapter, available free from the American Bar Association from a new book, on how to prepare for any natural disaster and then recover from it.
September 12, 2019 /MarketersMedia/ —
Hurricane Dorian has devastated the Bahamas and caused death and destruction in the southeastern coastal states. And in the last few months, tornadoes have ravaged the Midwest, and floods have inundated communities all across the country. Wildfires, especially in California, where the town of Paradise was virtually destroyed, are an increasing danger, and disasters, like the 2010 Deepwater Horizon oil spill, just keep coming.
These natural disasters and those caused by human failure are inevitable and seemingly more frequent and more severe than ever before. What can we do? What should we do?
Dwight Merriam, a nationally-prominent land-use planner and lawyer in Simsbury, Connecticut, has authored a key chapter in the recently-released third edition of the American Bar Association’s book, Homeland Security and Emergency Management: A Legal Guide for State And Local Governments. In that chapter on “Hazard Mitigation Planning,” Merriam points the way to what can be done in advance of a disaster to limit its effects, to save lives and property, to increase resilience, and to facilitate rapid recovery.
As Merriam says about what he covers in his comprehensive 21-page chapter, replete with detailed checklists: "We can and must prepare for natural and man-made disasters. It takes planning, attention to detail, and hard work, but it will save lives and property. And we can and must prepare in advance for the recovery. It is all about being strong and building resilience. Everything you need, with all the relevant links to other resources, is in this chapter and the book."
The American Bar Association, as a matter of public service, has agreed to release the copyright to that chapter and make it available free of charge. It can be found at https://tinyurl.com/Hazard-Mitigation-Planning. Until August 31, 2020, the ABA is offering a 20% discount on Homeland Security and Emergency Management to make it more readily accessible to all Americans who want to plan ahead and prepare. The order form is with the free chapter.
Homeland Security and Emergency Management is packed with practical insight and guidance to help legal counsel for state, tribal, and local governments, as well as businesses and citizens to protect lives, property, public safety, and the public welfare consistent with relevant laws and the Constitution--while also ensuring government and business clients act both according to the law and in a way that does not jeopardize their ability to obtain or maintain funding for the extraordinary costs generated by disaster events.

Is Beijing’s 2027 military milestone now a US readiness deadline over Taiwan?
America’s push for 2027 combat readiness in the Indo-Pacific is raising questions over whether a year that US military officials linked to a possible People’s Liberation Army attack on Taiwan has instead become a planning benchmark. The preparations come despite a US intelligence assessment published in March that mainland Chinese leaders “do not currently plan” to attack Taiwan in 2027, “nor do they have a fixed timeline for achieving unification”. General Ronald Clark, commander of US Army...
